Property Description:

The Rice Airfield is completely flat, slightly sloping to the Southeast, previously disturbed land, with ample water

approximately 7 miles from the approved transmission tie-in location; measured and documented intense sunshine coverage,

and the proven ability to gain all necessary California Energy Commission Approvals for construction of a 150MW CSP facility.

The Bureau of Land Management recently suggested one way to proceed getting the Rice Solar Site built and onto the Existing

Grid System in todays market; could be to divide the property into three (3) smaller separate photovoltaic electricity facilities.

EACH facility Under Fifty (50) Megawatts; according to BLM, (49 Megawatt Photovoltaic Electricity production facilities can be

Approved by the county without needing the California Energy Commissions Review or Approval) taking years off of the

normal approval process and minimal worries about being able to get your power onto the grid system.

Recent Solar Permitting:

SolarReserve completed their Application for Certification (AFC) and obtained all required approvals to build a Solar project

capable of generating 150 MW using Concentrated Solar Power (CSP) with molten salt storage capability; they also had a PPA

in place with PG&E and the Interconnection Right of Way (ROW) approved by the BLM, but the impending expiration of the

30% Investment Tax Credit (ITC) at the end of 2016 made it impossible for SolarReserve to put their project in service before

the ITC expired, as required. However, the federal law was subsequently changed and the 30% ITC and the construction

deadline have now been extended to the end of 2019.
